The main criteria for the technical implementation of the 112 system in Ukraine

Abstract
The article covers the urgent issues related to the necessity of creating the 112 Service in Ukraine as a complex emergency response system. The advantages and disadvantages of existing systems in operation of emergency services are researched, for example, the System of Operations and Dispatching Office (SODU) of the SNSS of Ukraine, as well as similar systems used by foreign emergency response services. The analysis of researches on similar directions which were carried out earlier was conducted. The algorithm of the operation of the next controller of the MDS OKC is presented from the moment of receipt of the message about the NA. Considering the opportunities and disadvantages of existing systems, as well as the possibilities of their improvement, the main aspects that are necessary for the technical, in particular, software system 112. The necessary technical complexes, which allow to create an automated emergency response system in Ukraine, are formulated. It is proposed to develop the software both in the form of an application for the device as well as in the form of a web application. The requirements that the software must meet is investigated. The necessity to calculate the throughput of communication channels in system 112. The proposed calculation formulas for mass service systems are proved. Given the vital function performed by the 112 service, it is necessary to professionally approach the issue of information security. The article is devised recommendations for the provision of adequate security. The introduction of a comprehensive salvation service in Ukraine will allow our country to more effectively deal with the elimination of emergency situations, since about 80% of the events require interactions of several services. From the factors considered in the article and taking into account the international statistics of countries using the integrated salvation service, after the introduction of this system, a forecast of the results of the implementation of the said service for Ukraine was established. The proposed criteria and recommendations give the opportunity to form the foundation from which the construction of system 112 is possible.
